The Hon. Sir Arthur Howard was the third son of Margaret Charlotte, Baroness Strathcona and Mount Royal, by her husband Robert Jared Bliss Howard [of Montreal, d. 1921]. Sir Arthur was educated at Eton. A Captain in the late Scots Guards, he served in WWI, 1914-1917, was wounded and received the Croix de Guerre. Howard sat on the Westminster city council in 1925. He also held the positions of Justice of the Peace for West Sussex, Deputy Lieutenant for county London, and in 1936-37, Mayor of Westminster. In 1937 Howard served as a Trustee of the Imperial Relations Trust, and in the same year was named a Commander of the Royal Victorian Order. From 1939-42 (WWII) Howard acted as Principal Raid Warden in London. He represented St. George's Division of Westminster in Parliament from July 1945 to February 1950. Howard was named a Fellow of King's College, London, in 1947, and received the title of Knight Commander ofthe Order of the British Empire in 1953. Sir Arthur married Lady Lorna Stanley Baldwin, duaghter of the 1st Earl Baldwin of Bewdley, on 20 June 1922. The couple had two sons and two daughters--Robert Jared Stanley, Alexander, Kiloran Margaret, and Jill.
