Thomas Baring was born in 1799, the second son of Sir Thomas Baring, 2nd bt. He began his picture collection in 1835 and constantly added to it until two years before his death in 1873. He purchased his father's Italian, Spanish, and French paintings in 1848, which were sold on his father's death by terms of his father's will. His collection was bequeathed to his nephew, Thomas George Baring, 1st earl of Northbrook. His son, Francis George Baring, 2nd earl, published a catalogue of the collection in 1889, the information in which was taken from his uncle's careful account of purchases.
