William Clark Frazer was born in 1776 in Rich Neck, Kent County, Delaware. He attended Princeton, studied law in Lancaster, Pennsylvania, and was admitted to the bar in 1801. He married Susan Carpenter in 1803 and lived in New Castle Delaware, until 1813, when the couple moved to Lancaster. They had five children. In 1836 President Jackson appointed him one of the Supreme Court Judges for the Territory of Wisconsin. He died in 1838. (Kelly et al. 1996, 213)
