Biography

Howard succeeded his father as Earl in 1848. He was a Knight of the Order of the Garter, a Privy Counsellor, and was known as a statesman, orator, and writer. From April 1835 to September 1841, he served as Chief Secretary for Ireland. He was Chief Commissioner of Woods and Forests (1846-1850), and Chancellor of the Duchy of Lancaster (1850-52). Howard was named Lord Lieutenant of Ireland in February 1855, holding that position until 1858, and again from 1859 until his retirement in 1864. He died unmarried; thus his next surviving brother, William George, succeeded him as 8th Earl.
